The Program Manager position is responsible for the smooth operation of their department in their geographic area. The Program Manager position also provides supervision, staff selection and development, and advance community awareness.

|Duties:||The following is a partial list of essential duties and responsibilities for the Program Manager for Independent Living Skills and Employment Services position:
Develop and maintain a respectful, ethical and empowering relationship with all individuals served
Manage all aspects of Adult Services in absence of Program Director.
Responsible for the management of the region of assignment.
Comply as required under section code 15630(a) as mandated reporter.
Provide leadership in department and business development.
Ensure vocational needs of program participants are met.
Ensure that all aspects of program are in compliance with Dept. of Labor, Dept. of Rehab., Abilities United & other regulatory agencies.
Ensure appropriate communication & coordination, work effectively with families, care providers, case managers, D/R counselors, business customers & contract/enclave employers.
Comply with consumer rights, Abilities United & program policies & quality assurance standards.
Promote & market all programs within Adult Services to the community, to regional centers, families and other stakeholders, with emphasis on Santa Clara county.
Responsible for overall management of health & safety for vocational services.
Responsible for ES statistics.
Travel to various worksites daily.
Responsible for program fiscal management and reporting.
Promote the mission and vision of the agency by meeting with staff on a regular basis
Participate in management, staff, Adult Services & transition team meetings as directed by supervisor.
Develop joint ventures, liaisons with similar organizations.
Attend business conventions, job fairs & other related meetings to promote the goals of ES & ILS.
Oversee the management of clients POSs.
Ensure that all personnel are adequately trained, motivated & recognized.
Develop, interpret, monitor & implement program policy & procedures.
Ensure that enclave contracts are negotiated appropriately & ensure contract compliance.
Establish positive working relationships with local business community & organizations maintaining an acceptable customer satisfaction level.
Complete all required program reports in a timely manner.
Ensure that client/contract billing/wage sheets are accurate & completed in a timely manner.
Adhere to client rights policies & all other Abilities United & program policies & procedures. Revise as needed.
Perform screening interviews of job applicants for programs including reference checks.
Supervise, train & support ES / ILS staff.
Responsible for designated staff performance reviews.
Responsible for staff and coordinating coverage of group sites from Sunnyvale, North
Prepare and complete staff payroll.
Handle sensitive issues with employees & clients when these cannot be managed by other staff.
Collaborate with Volunteer Coordinator to recruit and supervise volunteers as appropriate.
Assist Program Director with developing & monitoring program budget.
Develop new services, business customers & income streams as needed.
Ensure Job Coaches / ILS Instructors maintain billable hours at the pre-determined level.
Complete and review individual service plans for all ILS clients.
Perform new and quarterly assessments, various reports for all clients within the ILS services area you assigned to.
Facilitate quarterly and annual meetings with clients families, regional centers, and other stakeholders.
Recruit new clients for ES / ILS programs.
Update client database on a regular basis.
Provide direct service as needed.
Support Adult Day Activities Manager as assigned or when needed.
Assist and support Job Developer in intake meetings.
Perform assessments of clients independent living skills as assigned.
PHYSICAL ACTIVITY REQUIREMENTS:
Ability to Drive
Ability to stand/sit for extended periods, kneel, reach & bend related to completion of duties
Ability to lift & carry 35 lbs.
Ability to perform sedentary work
Ability to use a keyboard
|Qualifications:||Education: BA/BS in Business Administration, Rehabilitation Administration or related field required. MA preferred.|
Experience: Minimum 4 years business management, including supervisory duties strongly preferred; minimum 2 years experience with individuals with developmental disabilities preferred.
Substitution: BA & 5 + yrs. directly related experience in lieu of MA.
Certification: Standard 1st Aid with Adult, Child and Infant CPR
Other: Communicate clearly & effectively, verbally & in writing. Project a professional & positive image at all times. Knowledge of current practices and trends in the delivery of service to developmentally disabled persons. Knowledge of the principles of staff supervision and development, program planning and evaluation. Maturity, judgment and skill in interpersonal relations. Proof of valid drivers license, clean DMV print out and current automobile insurance. Provide excellent customer service.
PRE EMPLOYMENT REQUIREMENTS: Clearance with the Department of Justice by completing a background check consisting of having fingerprints processed by appropriate law enforcement agencies.
Provide clean California DMV printout
Post Employment Requirements: Physical, 2-step Tb test. Maintain all job related certification requirements.
